Two arrested for dealing controlled substances

Greensburg — An undercover police operation resulted in the arrest of a Greensburg couple Wednesday.

Charging Information filed in the Decatur Circuit Court Thursday states Dewayne L. Pugh, 33, and his wife, Jessica D. Pugh, 32, have been charged with dealing in a Schedule III controlled substance (a class “A” felony) and conspiracy to deal in a Schedule II controlled substance (a class “B” felony).

The first charge stems from an incident April 30, 2012 in which DeWayne Pugh delivered three 5mg hydrocodone pills, a Schedule III controlled substance used as a painkiller, to an undercover police officer in exchange for $12.

Count two states the Pughs met with a confidential police informant May 16, 2012 at Greensburg’s Rural King, then drove the informant to Rush County. While there, Dewayne Pugh gave the informant four hydromorphone pills in exchange for $120. Hydromorphone is used as a painkiller.

Police reports detailing the investigation state the first incident took place in a parking lot outside of Hillcrest Apartments after Jessica Pugh obtained three hydrocodone pills from her residence. Police allege Jessica asked to meet the “buyer” of the drugs at this location in an attempt to avoid the Department of Child Services (DCS), which was engaged in an active case against her. The deal was arranged via text message and later conducted by Dewayne Pugh at the agreed meeting location. After the deal had been completed, Jessica Pugh asked the individual to whom she had agreed to sell the pills to delete any text messages pertaining to the transaction.

Law enforcement officials maintain the transaction occurred in the morning and a child was playing in an adjacent playground while the deal was conducted. Dewayne Pugh is reported to have told police he had recently been released from prison and was attempting to live what he called “the sober life.” Dewayne is alleged to have said he was attempting to keep Jessica sober as well. He returned to his Carver Street residence after completing the drug transaction.

The investigation continued approximately three weeks later, and led to a meeting between a confidential police informant and Jessica Pugh at a location in the 1800 block of North Broadway.

Jessica Pugh agreed to drive the drug buyer to Rushville in order to obtain six dilaudid (hydromorphone hydrochloride) pills. Also in the vehicle was one of the Pughs’ children. The subsequent transaction in Rushville is also alleged to have taken place in the presence of a child.

The informant received only four pills in the transaction, as the bag containing them had a hole in it. The suspects and the informant believe two of the pills had fallen out of the bag at some point.

The Greensburg Police Department, in addition to the charges filed against the suspects, is asking for restitution in the total amount of $232, which was the total monetary expenditure of the investigation.

Neither Jessica nor Dewayne Pugh had a bond amount set for their release by press time Thursday, and they remained incarcerated in the Decatur County Jail.
